一个班级、一个年级，总有百分之五十的人成绩在后面那一半。个人的努力可以改变你在队伍里的位置，但不能改变数学规律。绿卡也是如此。

我们新未名律所提醒大家看清数字：每年拿到美国职业移民绿卡的中国人只有一万左右，这里面包括人才类移民 EB-1、NIW 国家利益豁免，和雇主支持的 PERM 绿卡，且包括主申请人和配偶。每年拿到 EB-5 投资移民绿卡的中国人也只有几千，其中很多已经排队等了十几年。此外还有亲属移民、婚姻绿卡（美国公民的配偶、父母、子女、兄弟姐妹，以及绿卡持有人的配偶和子女）。每年新拿到 H-1B 工作签证的中国人也只有一万多，包括需要抽签和不需要抽签的。

In any class or grade, half the students are always in the bottom half. Individual effort can change your place in line but not the underlying math — and green cards are the same. New Weiming Law Group urges you to see the numbers clearly: each year only about 10,000 Chinese obtain employment-based green cards, including EB-1, NIW, and employer-sponsored PERM, counting both principals and spouses. Only a few thousand Chinese obtain EB-5 investor green cards each year, many after a decade-plus in line. There is also family-based and marriage immigration (U.S. citizens' spouses, parents, children, and siblings, and green-card holders' spouses and children). And only about 10,000+ Chinese newly receive H-1B work visas each year, both lottery and non-lottery.

2. 分母有多大？八九成人最终拿不到美国绿卡 / How Big Is the Denominator? 80–90% Ultimately Won't Get One

相比之下，目前有三十万中国留学生在美国，还有很多万此前留学、现在毕业工作的人，包括用 F-1 OPT 工作但没有拿到工作签证的；还有很多访问学者和用其他签证赴美的，以及家属，每年还有新来的约八万中国留学生。

总体来说，目前在美国持有各种签证的中国留学生和其他人士，估计有百分之八九十最终拿不到美国绿卡。这不是危言耸听，而是分子与分母之间的客观差距。看清这一点，才能理性地为自己准备"Plan B"。

By contrast, there are about 300,000 Chinese students in the U.S. now, plus tens of thousands who studied earlier and now work — including those working on F-1 OPT without a work visa — plus many visiting scholars and others on various visas, plus dependents, with roughly 80,000 new Chinese students arriving each year. Overall, an estimated 80–90% of Chinese students and others currently on various U.S. visas will ultimately not obtain a green card. This is not alarmism but the objective gap between numerator and denominator. Seeing this clearly is what lets you rationally prepare a Plan B.

3. 常见的替代选择有哪些缺点？/ What Are the Drawbacks of the Common Alternatives?

面对拿不到绿卡的现实，有的人会海归，有的人会考虑去加拿大、澳大利亚、新西兰等国家。但这些选择都各有缺点：或者太卷，或者发展机会不够多，或者有其他方面的门槛。

也就是说，简单地"换一个发达国家"，未必能解决你真正关心的问题——事业发展空间、与美国市场的连接、以及未来重返美国的可能性。这就引出了一条更少人走、却值得认真评估的路径。

Facing the reality of not getting a green card, some return to China and some consider Canada, Australia, or New Zealand. But each option has drawbacks — too competitive, insufficient development opportunity, or other high thresholds. Simply switching to another developed country may not solve what you truly care about: room for career growth, connection to the U.S. market, and the possibility of returning to the U.S. later. This leads to a less-traveled path worth serious evaluation.

4. 被忽视的选择：加勒比海岛国有什么独特优势？/ The Overlooked Option: What Makes the Caribbean Unique?

还有一个选择，就是去加勒比海岛国。它的独特优势在于：

• 距离美国近，通用英语和美元，无缝衔接美国生活与商业习惯；
• 有可能为美国雇主远程工作，或自己创业，包括做电商、物流、离岸金融等；
• 通常是风景优美的旅游胜地，居住环境好、生活舒适，与美国联系密切，当地居民少，每年接待很多美国旅游者；
• 成本费用比美国低，适合养育高中阶段以前的孩子；
• 尤其重要的是，在这些国家居住、工作和取得国籍所需的条件和费用都比较低。

换句话说，它既保留了与美国的紧密连接，又大幅降低了落脚与立足的门槛，是一个被大多数人忽视的"缓冲地带"。

Another option is the Caribbean island nations, whose unique advantages include: close proximity to the U.S., with English and USD widely used for a seamless fit with American life and business; the possibility of remote work for U.S. employers or running your own business, including e-commerce, logistics, and offshore finance; typically beautiful tourist destinations with good living conditions, comfort, close ties to the U.S., small local populations, and many American visitors each year; lower costs than the U.S., suitable for raising pre-high-school children; and, importantly, relatively low requirements and costs to obtain residence, work rights, and even citizenship. In short, it preserves close ties to the U.S. while sharply lowering the threshold to land and establish yourself — a "buffer zone" most people overlook.

5. 核心价值：如何用 L-1 / E 签证回到美国，绕过 H-1B 抽签和 PERM？/ The Core Value: Returning via L-1 or E Visa, Skipping the H-1B Lottery and PERM

这条路径最核心的价值在于：在加勒比岛国生活工作一两年以后，你可以用 L-1 签证（跨国公司内部调派）或 E 签证（条约国投资者/贸易者签证）返回美国，工作、创业、办绿卡——而且可以跳过 H-1B 抽签和 PERM 阶段。这一两年也不用一直住在当地。

为什么这很重要？因为 H-1B 受制于抽签运气，PERM 劳工证流程漫长且依赖雇主。而 L-1 与 E 类签证属于双重意图（Dual Intent）或可衔接绿卡的路径，若前期在岛国真实经营一家与美国关联的公司，日后以 L-1 调派回美、或以 E 签证在美投资经营，就有机会绕开抽签与劳工证的两大瓶颈，形成一条更可控的重返美国之路。

The core value of this path: after one to two years living and working in a Caribbean nation, you can return to the U.S. via an L-1 visa (intracompany transfer) or an E visa (treaty investor/trader) to work, start a business, and pursue a green card — and you can skip the H-1B lottery and PERM stages. You also need not live there the whole time. Why does this matter? H-1B depends on lottery luck, and PERM labor certification is long and employer-dependent. L-1 and E visas, by contrast, allow dual intent or connect toward a green card. If you genuinely operate a U.S.-linked company in the island nation first, you may later transfer back via L-1 or invest and operate via E, bypassing both the lottery and labor-certification bottlenecks — a more controllable route back to the U.S.

6. 以阿鲁巴（Aruba）为例：一个真实的商机样本 / A Concrete Example: Aruba as a Real Business Sample

The Caribbean has dozens of island nations, offering many options; our firm has visited some islands and will visit more. For example, Aruba has about 100,000 residents, including several thousand Chinese, many earning a living through supermarkets and logistics. The local economy depends on tourism, and most goods — including daily necessities and household items — must be imported, without the kind of restrictions the U.S. places on China-origin goods. There is much undeveloped land under construction, and very strong sunlight suited to solar products. English and Spanish are widely used, safety is the best in the Caribbean, the white-sand beaches are among the finest, and there are tourism and summer-camp business opportunities. In the AI era, entrepreneurship is far easier than before, making this worth considering for more Chinese students and professionals. As noted, after working or starting a business in a nearby Caribbean nation, you can return to the U.S. via L-1, E visa, and a green card.

7. 谁适合考虑这条路径？/ Who Should Consider This Path?

这条路径尤其值得以下人群评估：F-1 OPT 即将到期、H-1B 抽签多次未中的留学生与毕业生；希望创业但不想被雇主绑定的专业人士；具备一定资金、愿意用 L-1 或 E 签证路径而非死等 EB-5 排期的申请人；以及短期内难以满足 EB-1A、NIW 高标准、需要一段过渡期继续积累的人。
