A growing number of applicants leave the interview without an on-the-spot approval and receive an RFE, a NOID, an outright denial, or extended pending status. Risk concentrates on applicants with complex backgrounds — multiple status transitions, long overseas presence, J-1 waiver history, or prior administrative processing. In short, in-person tolerance for error is shrinking just as the most accessible safety net — having counsel on the line — is being removed.
